岳池縣：以生物醫(yī)藥和文化產(chǎn)業(yè)為抓手發(fā)展壯大縣域經(jīng)濟

8月9日，岳池縣經(jīng)開區(qū)（廣安市）內(nèi)的科倫藥業(yè)大容量注射液生產(chǎn)車間，工人們各司其職，現(xiàn)場一片繁忙。據(jù)公司負責(zé)人介紹，今年上半年，該公司實現(xiàn)產(chǎn)值3.2億元，入庫稅金6500余萬元，為全年生產(chǎn)計劃的50.4%。目前，科倫集團正在岳池注冊公司開展CSO項目（醫(yī)藥服務(wù)園），該項目落地后，預(yù)計年產(chǎn)值可達5億元至10億元，實現(xiàn)稅收2000萬元至5000萬元。
科倫藥業(yè)的蓬勃發(fā)展僅是岳池縣生物醫(yī)藥產(chǎn)業(yè)發(fā)展現(xiàn)狀的一個縮影。今年上半年，該縣規(guī)上工業(yè)總產(chǎn)值達123.9億元，其中，生物醫(yī)藥實現(xiàn)產(chǎn)值30.6億元，同比增長19.2%。
今年以來，岳池縣結(jié)合“大學(xué)習(xí)、大討論、大調(diào)研”活動，緊扣高質(zhì)量發(fā)展要求，就如何貫徹落實好省委十一屆三次全會精神及市委要求，在廣安建設(shè)“川渝合作示范城市”“嘉陵江流域國家生態(tài)文明先行示范區(qū)”中“怎么辦”“怎么干”開展大討論。經(jīng)過討論，該縣發(fā)展思路明晰：充分發(fā)揮生物醫(yī)藥和文化品牌兩大比較優(yōu)勢，發(fā)展壯大縣域經(jīng)濟。
堅定發(fā)展生物醫(yī)藥主導(dǎo)產(chǎn)業(yè)。按照“一園一產(chǎn)業(yè)”要求，岳池縣積極同成都市對接，與天府國際生物城合作建設(shè)“雙飛地”園區(qū)，加快推進生物醫(yī)藥產(chǎn)業(yè)轉(zhuǎn)型升級，全面推動“藥醫(yī)養(yǎng)食游”產(chǎn)業(yè)鏈發(fā)展，真正做出特色、做大品牌，打造以生物醫(yī)藥為主導(dǎo)的現(xiàn)代產(chǎn)業(yè)新高地。同時，搶抓廣安建設(shè)川渝合作示范區(qū)機遇，積極對接重慶先進生產(chǎn)力，加大與重慶企業(yè)的合作力度，高標(biāo)準(zhǔn)規(guī)劃建設(shè)重慶生物醫(yī)藥產(chǎn)業(yè)園，讓更多健康產(chǎn)業(yè)落地落戶岳池，將岳池打造成為“川渝健康城”。
大力發(fā)展文化旅游產(chǎn)業(yè)。岳池素有“中國農(nóng)家樂之源”“中國曲藝之鄉(xiāng)”美譽，如何用好用活這兩張歷史文化名片，把文化優(yōu)勢轉(zhuǎn)化為經(jīng)濟優(yōu)勢、發(fā)展優(yōu)勢？該縣大力搶抓省委支持廣安建設(shè)“嘉陵江流域國家生態(tài)文明先行示范區(qū)”和全省建設(shè)生態(tài)文化旅游強縣的政策機遇，大力發(fā)展文化旅游產(chǎn)業(yè)，走出一條傳統(tǒng)文化與脫貧攻堅、鄉(xiāng)村振興融合發(fā)展的新路子。為充分發(fā)揮傳統(tǒng)文化在發(fā)展中的積極作用，該縣重點在“農(nóng)家文化、曲藝文化”上抓融合、做文章，規(guī)劃建設(shè)覆蓋3個鄉(xiāng)鎮(zhèn)、29個村、52平方公里的岳池農(nóng)家生態(tài)文化旅游園區(qū)，依托農(nóng)家文化，圍繞《岳池農(nóng)家》核心文脈，提取“花、酒、絲、姑”四大元素，建設(shè)獨具農(nóng)家文化特色的景觀景點；依托曲藝文化，規(guī)劃建設(shè)中國曲藝百花園，建設(shè)集曲藝交流、產(chǎn)業(yè)孵化、文創(chuàng)研發(fā)于一體的文化綜合體，帶動縣域經(jīng)濟發(fā)展，引領(lǐng)群眾脫貧奔康，將岳池曲藝文化帶向全國、推向世界。

Since this year, Yuechi County has been carrying out the spirit of the Third Plenary Session of the Eleventh Plenary Session of the CPC Provincial Committee and the requirements of the Municipal Party Committee in accordance with the activities of "university study, large discussion and large-scale investigation", and "what to do" in the construction of "Sichuan-Chongqing cooperative demonstration city" and "Jialing River Basin National Ecological Civilization Advanced Demonstration Zone" in Guang'an. How to do it? After discussion, the county's development ideas are clear: give full play to the two major comparative advantages of biomedical and cultural brands, develop and strengthen the county economy.
We must firmly develop the leading industry of biomedicine. In accordance with the requirements of "one garden, one industry", Yuechi County actively docked with Chengdu, cooperated with Tianfu International Biological City to build the "double enclaves" park, accelerated the transformation and upgrading of the biomedical industry, comprehensively promoted the development of the industry chain of "pharmaceuticals, food and beverage tourism", truly made a distinctive, bigger brand, and created a biomedical-led park. New heights of modern industry. At the same time, we should seize the opportunity of Guang'an to construct the Sichuan-Chongqing Cooperation Demonstration Zone, actively dock with Chongqing's advanced productive forces, intensify cooperation with Chongqing enterprises, plan and construct Chongqing Bio-Pharmaceutical Industrial Park with high standards, let more healthy industries settle in Yuechi, and make Yuechi a "Sichuan-Chongqing Healthy City".
Vigorously develop the cultural tourism industry. Yuechi is known as "the source of Chinese farm music" and "the hometown of Chinese Quyi". How to use these two historical and cultural cards to transform cultural advantages into economic advantages and development advantages? The county has vigorously grasped the policy opportunities of the provincial Party committee to support Guang'an in building the "National Ecological Civilization Advanced Demonstration Zone in the Jialing River Valley" and the whole province in building a strong eco-cultural tourism county, vigorously developed the cultural tourism industry, and found a new way of integrating traditional culture with poverty alleviation and Rural Revitalization and development. In order to give full play to the positive role of traditional culture in the development, the county focuses on the integration and composition of "farm culture and quyi culture", plans and constructs Yuechi farm eco-cultural tourism park covering 3 townships, 29 villages and 52 square kilometers, relying on farm culture and revolving around the core context of "Yuechi farm house", and extracts "Yuechi farm house". Flowers, wine, silk and nursery "are the four elements to construct scenic spots with unique farm cultural characteristics; relying on the Qu art culture, we should plan and construct a hundred Chinese Qu art gardens, and build a cultural complex integrating the exchange of Qu art, industry incubation and research and development of literary creation, so as to promote the economic development of the county, lead the people out of poverty and run for health, and bring Yuechi Qu art and literature into full play.
